A US teaspoon is about 4.92892 mL, though recipes often round it to 5 mL. That small difference rarely matters in ordinary cooking.
It converts volume, so it can convert a level teaspoon of a dry ingredient to milliliters. It cannot convert that ingredient to grams without knowing its density.
